Group Digital Railway is a national function within Network Rail, its purpose is to deliver operationally excellent services that enhance today's railway, alongside the strategic vision, leadership and capability which will transform the railway of tomorrow. We bring together the industry-wide Digital Railway Programme, which is setting the vision and strategy for tomorrow's railway with services that are supporting delivery both today and in the future. Enhanced by the ORBIS programme, we provide the data-to-intelligence expertise, asset information and telecommunications products and services necessary for a digitally-enabled railway.
The Network Rail Telecom (NRT) team is responsible for operating all of Network Rail's telecoms assets and networks. This responsibility includes managing asset life cycles as well as the development, delivery and support of first class telecommunication networks and services. In simple terms, NRT transports data between A and B enabling Network Rail to run operationally both on the railway (signalling, customer information systems, CCTV cameras etc.) and as a business (desk phones, mobile devices, data connections etc.). NRT is also playing a key role in the realisation of Network Rail's digital railway aspiration which requires huge amounts of data managed securely to work.

About the role (External)

Role Purpose:
Provides architectural leadership and technical assurance for the specification, design, build and deployment into the production environment of BSS applications.
Provides a consultancy service around new technology, service delivery and projects ensuring that the current services and operations are maintained. To drive forward innovation and a whole life cycle approach to BSS technology that considers and addresses integration issues, and verifies the ongoing availability of all architecture components through the development and management of product/system road maps.
Key Skills:
Identify, innovate and help drive the NRT roadmap in liaison with the strategy, product and service departments.
Provide the principles and process around the BSS solution in terms of Change Management, Business Management, Data - Service Management.
Provide technical architecture consultancy and leadership to NRT projects and customers as required and ensure the coherency of end-to-end designs.
Identify BSS solution opportunities for the implementation of technical improvements that add value to the business through achievement of 'better, faster, cheaper' processes, based on current and future requirements.
To anticipate internal and external business challenges and to be proactive with recommending new technical requirements or improvements to existing projects.
To keep up to date with future product vision and translate desired capabilities/modifications to the technology stack, and to help lead strategy and innovation.
Liaise with IT systems team as part of platform and capacity planning requirements.
Skills, Experience and Qualifications

Broad experienced in developing customer centric solutions in the OSS-BSS domains
Excellent understanding of OSS-BSS Architectures, Technologies and processes
Strong experience of business analysis and business process definition
Strong Professional Services background and outstanding end to end experience in System Integration of OSS-BSS and more generally IT systems
Strong experience in Telecommunications Process Frameworks (TMF eTOM) and IT Process Frameworks (ITIL)
Strong experience in Standard IT Architectures and Frameworks
Strong experience in IT and Telecommunication standards
Educated to degree standard or equivalent in a technical subject.

Experience of IBM SCCD, BPM, Lotus Websphere, COGNOS, Blueworks.
Project management certification (e.g. PRINCE2).
TOGAF, ITIL or eTOM certifications

Network Rail adheres to a structured pay framework, any salary offered will be within the following pay range: £50,400 - £56,700
