Bedford Borough Council was created by statute, an act of Parliament, to provide services to local people. Central Government controls many of the activities we do which means that many of the services we provide are embodied in regulations. These are sometimes referred to as “statutory functions.”

In recent years the focus has been on moving towards becoming “enablers”, determining what the community needs and then planning and delivering the services via other organisations. These can include private companies, voluntary organisations such as charities or community groups- all collectively known as “stake holders.”

Bedford Borough Council became an Unitary Authority on 1st April 2009, under the Local Government Reorganisation. At the same time the new Unitary Authority for Central Bedfordshire was created.

Unitary Authorities are responsible for providing most of the services listed:

• Collection of Council Tax and Non-Domestic rates
• Community safety
• Economic development
• Education
• Electoral Registration
• Environmental Health and Trading Standards
• Highways (footpaths and street lighting)
• Housing
• Land Use
• Libraries
• Planning and Building Contro
l• Recreation and leisure facilities including museums, art galleries, sports and parks
• Registration of births, marriages and deaths
• Social Services – Children and Adult
• Street Cleaning
• Transportation
• Waste collection, recycling and disposal
